Target market would be professionals working during the day and taking classes at night, but you should also consider the current students taking day classes. People taking night classes are most likely working towards a masters but there are still many working on a bachlars. Also night classes are usually taken by locals who commute. Im just guessing about the demographics but, Age: 25-35, Sex: male, Income: $25k-$40K, location: local, race: white.

Im assuming by four marketing mix elements you mean the 4 p's: price, product, place, promotion.
Place: metropolitan so most likely that means close to business professionals, convience should be stressed.
Product: the product (service) college offers is a better lifestyle, sense of satisfaction, more money, meeting new people etc. It should be shown in these lights rather than in a utilitarian sense.
Price: State colleges are usually cheaper, great value for the money should be stressed. Also, employers will pick up the tab for employers if their working towards a masters, that should be mentioned.
Promotion: Tv ads are usually too expensive for colleges so ads in the paper and on the internet would get the best bang for your buck. Also contacting local business about the benifits of employees with masters could be an option. Billboards, ads on busses and pamphlets around town should be used. Also sponerships could work.

Uncontrollables would be schedual, due to people working. Time, people run out of energy and don't feel like taking night classes. Competition, can't control what they do.
